The common perception is that social solidarity justifies the criminal intervention of behaviors that are considered as violations of solidarity. This perception is mainly in line with the justification of dealing with the wounding of the collective conscience and negates the existence of a relationship between social solidarity and the minimization of criminal interventions. This research examines this issue with a descriptive analytical method that despite the aforementioned justification for the expansion of criminal interventions, can the emphasis on social solidarity be considered a basis for minimizing criminal interventions? The results of this research show that the aforementioned justification has been under the approach of similarity based on social solidarity, which has been transformed and adjusted under the influence of social changes. In addition, there are other approaches, including decomposability and egalitarianism, about social solidarity that not only do they not justify the increase of criminal interventions under the pretext of maintaining social solidarity, but by emphasizing on functional independence, mutual autonomy of citizens, negation of criminal dominance and social support, they lay the groundwork for minimizing criminal interventions.
